BoE's Carney to allow crypto companies to deposit at the Bank of England

In BoE Governor Carney's maiden House speech he outlined (in brief) plans to open overnight deposit facilities to  financial technology companies. 

Its been, up to now, only commercial banks that have had access to deposits at the UK central bank
Using Facebook's Libra (FB's proposed digital currency) for example, this would allow any sterling funds backing the token access to a safe account that pays interest and is devoid of bank charges
