The political risk was not favorable
Bloomberg is reporting that Pres. Trump will not declare a national emergency for portable funding during his State of the Union address tonight.
The president floated the idea over the last week or so, but the scuttlebutt from within his own party, and public polling opinion suggested it was not a good idea politically.
