The Commodity Futures Trading Commission (CFTC) levied the fine
- swap dealers are required to keep recordings
- offence occurred in 2014 - seems it was related to a technical issue (recording hardware on the company's phone lines prematurely restarted and failed to record)
I hope they weren't talking about suspicious withholding $$$ from Ukraine, eh? :-D
