Japan's industry minister says export restrictions could be eased, or strengthened

• not thinking at all of withdrawing South Korea export curbs
• says SK export curbs don't violate WTO rules
• says whether we take additional export restrictions depends on SK's response
• export restrictions could be strengthened or could be eased
