Extrapolating from this, he's saying that the Fed can continue to hike gradually until mid-2019. that would mean 4 more hikes and bringing the Fed funds rate to a range of 2.75-3.00%, which is higher than most expect (right now, there's about a 25% chance of rates that high after the June meeting and only 7% after the May meeting).
