Bank of Italy head Draghi says:
- European banks are weaker than they appear based on their balance sheets
- Banks addicted to ECB liquidity must be dealt with by local authorities, not the ECB
- Withdrawal of unconventional measures must avoid risk of leaving too much liquidity in system, sowing the seeds of the next crisis
