For markets, you would think turmoil in the White House would be a negative but it's basically the baseline at the moment. The dollar amounts that we're talking about over the wall are negligible in the big picture so it's really just a sideshow.
Meanwhile, at least the threat of another shutdown is off for how.
Already Pelosi is out saying there will be a legal challenge if Trump follows through. She's also noting that "Democratic Presidents can declare emergencies too."
