  • "Where I was in July made sense to me and it still makes sense to me."
  • "I don't see better outcomes from waiting."

  • Does not want to raise rates so much that an already slow-growing economy slows further
  • Economic outlook is modest
  • Supports Yellen's plan to move rates up gradually
  • Says consumer spending & labor markets bright spots ... but business investment remains disappointing
  • Economic output to grow by 2% this year
