European Parliament commissioned a paper on Greek default before June

There’s some talk in the Italian press about this report. It was commissioned by the European Parliament’s Committee on Economic and Monetary Affairs sometime before June, when it was published. It begins:

The Greek sovereign is insolvent.

The press is spinning it as if “leaders knew” Greece would default but it reads like an opinion than some sort of smoking gun.
