I reckon this is more to gather views ahead of the 17-18 July summit

The next two weeks is going to be crucial for the EU to firm up their fiscal response to the coronavirus crisis, and I reckon the above is very much just to try and settle any major difference in opinions before we get to the physical summit in two weeks' time.
