The thing has been amended so many times I have no idea what’s in it any more. That said, it gained cloture and goes on to a final vote, where it only needs 50 votes. Passage is assured.
It still has to go to a conference committee to iron out differences with the House bill after it receives final passage.
Stocks are well off their lows, down 2%. EUR/USD has bee as high as 1.2598.
