How screwed up is Spain?

So screwed up that the region in the biggest cash crunch, Catalonia, won’t show up at a meeting with the central government to discuss budgets because they are offended by the central government’s meddling.

Shut up and fork over the cash. That seems to be the worldwide state of play these days as the have-nots expect their benefits and the supposed haves try and scramble to secure the cash.
