He is calling for China to avoid what he labels as 'soft commitments' and that there needs to be specific action items and specific dates mentioned. This is basically highlighting the fact that the two countries produced wildly differing statements with the US labeling plenty of specifics and China failing to provide anything other than "on the surface" remarks.
