There's still no substantial progress being made between the UK and the EU in terms of Brexit negotiations for the past two weeks and the main sticking points are still the same - that of the backstop and customs union agreement.
Right now, it's more of the case that Theresa May is just waiting to get the budget approval out of the way later today before pushing forward with her Brexit proposals; fearing that if she does so before the budget, ministers may shoot down the budget due to Brexit bias.
