Trump alluded to some kind of deal today in a vague tweet but subsequent reports said that was a cut in Chinese auto import tariffs.

The report suggests it's lower-level officials:

"Mexico's Deputy Economy Minister for Trade Juan Carlos Bakeris in Washington this week meeting with Deputy U.S. Trade Representative C.J. Mahoney and other USTR officials to review Mexico's automotive proposal for Nafta as the two sides push for a deal on one of the thorniest issues within talks, according to two people familiar with the negotiations."
