Bloomberg reports, citing a senior EU official on the matter
The report says that European Council president, Donald Tusk, will use this Thursday's summit in Sibiu to propose a process for filling top EU jobs this year. Adding that Tusk may seek to ensure decisions are made over a period of less than three months as of the European Parliament elections on 23 to 26 May.
The official also notes that Tusk will discuss the procedural matter with EU national leaders and make announcements about it during a press conference at about 6 p.m. local time on the day of the summit.
For some context, there will be a host of top EU jobs being vacated during and after the summer which includes the European Commission presidency (currently held by Juncker), ECB presidency (currently held by Draghi), as well as the European Council presidency (currently held by Tusk himself).
