Draghi said the ECB didn't discuss buying bonds beyond March, when the current program expires. Instead, he said the Governing Council is focused on the smooth implementation of the current program, which is buying 80B euros of bonds per month, but is beginning to run into scarcity issues.

He said that minor downgrades to forecasts were substantial enough to warrant more bond buys or any action now.
