Evidently, the call was delayed until 1650 GMT, so it should now be underway. The WSJ is reporting that Papandreou will:
…inform them on the decisions of the two recent cabinet meetings and tell them of the determination of the Greek government to implement these decisions
This thing is going to be such a letdown.
