EU Council president Donald Tusk earlier tweeted that the planned EU summit of leaders this afternoon to discuss the findings of the Eurogroup has been cancelled because, er, they haven't got any findings yet
The leaders were due to meet to either approve a decision to open talks on a new bailout for Greece or make contingency plans for the fall-out from a Greek default
He says the Eurozone summit will start at 14.00 GMT, an hour later than planned, and continue until it concludes talks on Greece.
EU vp Dombrovskis has said it's unlikely that the European Commission will get a mandate today to negotiate a 3rd bailout package
With a ratified agreement not going to happen today we now have to wait to see whether the Eurogroup can come up with any recommendations/conclusions for us to assess before markets re-open later, but it's looking ugly at the moment
