Lighthizer said it will be an executive agreement
Lighthizer said the deal with China will be binding but won't go through Congress. He says a deal is not worth having without structural changes.
There is talk today about Lighthizer's hawkishness but that shouldn't be a surprise in any way. He's been a major China hawk for 20 years.
Update: He says "I think we will have an enforceable trade deal."
