Mitch McConnell rules out vote

The impetus for a NAFTA deal before the end of September was so Congress could pass it in the lame duck session before 2019 and the Mexican president could sign it.

Well forget all that.

Senate majority leader Mitch McConnell said no vote will take place until 2019.

"My trade advisers says you can't possibly do it under the various steps that we have to go through," he told Bloomberg.

The issue is that Democrats may take control of the Senate or the House in November's midterm elections. They could want to re-open negotiations and that would throw the entire thing into disarray.
