BusinessEurope: ECB should cut rates to 1%, commit to keep rates low for long time

European business lobby BusinessEurope feels the ECB should cut its main lending rate 25bps to 1.0% and keep it low for a significant period of time. The central bank should also buy commercial paper and asset-backed securities.
