I think the key word in the headline is "for now". Shanghai has already scraped hundreds of inbound and outbound flights with plenty of restrictions already observed in the Chinese financial capital. Sure, it isn't a full lockdown but the restrictions in itself will already make for a tough social and economic situation.

And with the threat of cases surging, it may be only be a matter of time.
